Blacktown Councillor Allan Green says he can help council get investors to develop land it owns within the CBD.
The only catch is, he won't tell anyone how for fear of having his ideas hijacked by his opposition.
Councillor Green said the council owned about $20 million worth of land within the CBD, including several sites to the east.
``Three Labor mayors have failed to develop its land at Warrick Lane the last 15 years,'' he said.
``Their wasted opportunities deprived people of hundreds of jobs as well as the rejuvenation of the business area.
Cr Green, a former teacher with degrees in economics and business, is running as an Independent after losing Liberal Party endorsement for his Ward 1 seat.
He said that he had some good ideas on attracting investors but hadn't revealed them previously for fear they would be stolen by his Labor counterparts.
Mayor Leo Kelly, who is recontesting in Ward 2, said Cr Green had failed his duty as a councillor for not offering any constructive proposals to the CBD committee.
He said the council recently called for expressions of interest for the redevelopment of the Warrick Lane site for its urban renewal project in the CBD.
Cr Kelly said the 3.36 hectares site had low grade retail and commercial buildings and an open public car park.
``It is ideal for the development of a multi-storey hotel or office complex being near the main western railway line, Blacktown bus and rail interchange and the CBD,'' he said.
``We are also asking the University of Western Sydney to consider developing the site as its campus centre.''
