Michael Short: Professor John Freebairn, welcome to The Zone. Thank you very much for your time. For decades you have analysed public policy, and you have a particular knowledge of budgetary implications – that is, the impact on spending and taxing – of various economic policies. The federal government has opened the debate about the end of entitlement. It has put the spotlight on so-called corporate welfare, but today we are going to have a look at another area that is arguably unsustainable from a fiscal point of view, and that is middle-class welfare, or what is known as middle-class welfare. Can we start please by defining middle-class welfare?
