Hostage taker Man Haron Monis warned police six years ago he would continue with terrorism-related "protests" in Martin Place – just metres from where he and two hostages died in a siege this week.
The claims have also raised concerns that on the morning of the siege Monis may have been plotting an attack on prominent Sunrise personalities and was lying in wait in the Lindt Cafe after being spooked by the seven studio's high security presence at the front entrance.
The Iranian refugee also sent letters to Qantas of a threatening nature mentioning bombs and sabotage in 2009 which he claimed had bounced back and forth between agencies.
The revelations suggest authorities were slow to take tough action against the self-proclaimed sheik who boasted online how a policeman allegedly offered to have a cup of tea with him during a discussion about terrorism while another only gave him a warning about writing highly-offensive letters to dead soldiers families – a warning which he intended to ignore.
The information was found on two websites which Monis religiously maintained from 2007 through to just days before the siege.
It comes as Attorney-General George Brandishas demanded domestic spy agency the Australian Security Intelligence Organisation explain why it dropped a two-year investigation Monis in 2009.
NSW police have declined to comment on the claims but Fairfax Media understands a number of meetings involving Monis and police as detailed on his website did occur, but Monis may have tried to inflate his role in the encounters.
His online postings record a June, 2008 incident when two NSW detectives visited him to discuss his website and activities in Martin Place.
Details of the meeting were posted in an edited transcript by Monis on his website in 2008.
The transcript alleges that one of the detectives questioned him about a certain protest that occurred at Martin Place involving a woman.
The woman described as "sister Amirah" is now known to be Monis' partner Amirah Droudis and had undertaken the protest in front of Channel Seven's Sunrise studio, just metres from the Lindt cafe.
The protest had related to Monis and "sister Amirah's" concerns about so-called misleading commentary on Sunrise about a terrorist attack overseas.
During the questioning, the detective allegedly asked Monis if he and "sister Amira" had any plans for more protests in the future, according to the transcript.
To which Monis replied: "Well, it depends if the Australian government condemns the terrorist comment which was broadcast by Sunrise (then) I don't have to continue but if the Attorney-General doesn't condemn Channel 7 for its terrorist act I believe it is my religious duty to continue."
He also alleged the detective then queried the meaning of a video by Sister Amira on Monis' website that stated: "If our fair defence against your unfair attack is called terrorism we are proud to be called terrorists."
Monis said he replied "no, that is a general sentence. Some people misunderstand terrorism."
He reported that at the end of the interview the detective was laughing and had said in a friendly manner: "Next time I want to have a cup of tea with you". Fairfax Media understands police vigorously deny that the detective would have been "laughing" or behaving in such a manner at what was a first "cease and desist" meeting to find out who Monis was and what he was up to.
Authorities' tentative approach appeared to be on display in relation to Monis' deeply disturbing letters to the families of Australian soldiers who had died in Afghanistan.
The letters, some of which were hand delivered at soldiers' funerals, labelled the diggers murderers and horrified the families.
Yet Monis boasted on his website that police had given him only a warning on April, 3, 2008, about sending the letters – a warning which he promised to ignore. He noted that a "Sergeant" had visited him and stated that from "now on he (Monis) would not be allowed to send any more letters to the family of Luke Worsley who was killed in Afghanistan" and that to continue to do so could result in a seven-year jail term.
Monis then claims to have said: "If I realised it is necessary I will write a letter again, I don't care about seven years imprisonment when it comes to the security and interests of the country".
Fairfax Media understands the meeting with the sergeant occurred on the instructions of the Worsley family who asked police to tell Monis to stop sending the letters and was therefore not associated with any official investigation. Monis was charged later in 2008 over the letters and convicted last year. Worsley an Australian commando had been killed during an operation in Afghanistan in 2007.
The postings also reveal that in August 2008, Monis was focused on Qantas and writing what could only be described as threatening toxic letters to the then head of airline Geoff Dixon.
In one note to Dixon he said: "I have sent you a letter warning dated July 28 about upcoming technical problems which will be caused deliberately by some people within Qantas. ".. if you do not take my warning seriously Qantas will witness similar technical problems. .. if you keep ignoring my offer for sharing information you will be responsible for the death or injury of people..," said the August 14, 2008 letter.
Posted online alongside the letter were a log of incidents that had grounded Qantas planes.
Today, Qantas told Fairfax Media the threats had been referred to the Australian Federal Police at the time. "Qantas takes any threat it receives seriously," a spokeswoman said.
"There are multiple layers of security put in place by both Qantas and security agencies to ensure the safety of our customers and staff."
Monis appeared to confirm that his Qantas threats were being examined by law enforcement as he ranted online of them being passed to the "Australian Frame-up Police". But then Monis claimed the complaint been passed from the Australian Federal Police to the Federal Attorney-General's office which passed them to the national security hotline.
NSW Police said while the siege was subject to a coroner's critical incident report and reviews and investigations, it would not be appropriate to comment.
Sunrise executive producer Michael Pell declined to comment on concerns Monis may have been seeking to launch an attack on the program's staff.
