The number of "faceless men" (and women) running the NSW ALP could be slashed by more than half under a proposed overhaul designed to improve party governance.
The appointment of a "Senior Administration Manager" is also recommended to run the party's head office in Sussex Street, including responsibility for human resources issues.
The move - already agreed to by the senior leadership - follows an apprehended violence order against General Secretary Jamie Clements after a claim by party member Stefanie Jones that he tried to kiss her.
The allegation is denied by Mr Clements and being defended in court.
The changes are among those recommended by a landmark review of the NSW party's structures initiated at the 2014 annual state Labor conference.
A key recommendation is that the the administrative committee - the body of so-called "faceless men" that governs the party between annual conferences - be cut from 48 members to between 18 and 29.
The term "faceless men" was coined by journalist Alan Reid in 1963 to describe the 36 members of the ALP federal conference who at the time decided party policy.
The NSW Labor administrative committee includes the seven party officers - including the general secretary and the two assistant secretaries - and 18 representatives each of affiliated trade unions and branches.
These members are elected by the annual conference and there is no proposal to change this. The review says any smaller committee should retain the seven party officers.
But it recommends all new members of the administrative committee should receive training in their roles and responsibilities by external professional bodies.
It says if the committee is overhauled its name should also change to the NSW Labor "Management Committee", "Political Committee" or "State Executive".
Any such change will need to be voted on by the annual conference on February 13 and 14. Reducing the number of union representatives, in particular, is likely to cause some angst.
The review panel says an important factor in reaching its conclusions was likely changes to NSW election funding laws following the Baird government's in-principle adoption of the findings of a panel chaired by businesswoman Kerry Schott.
It notes that the Schott panel said public funding of political parties should be "conditional on good governance practices" and that "candidates and senior party officials should be legally responsible for compliance".
Mr Clements said the administrative committee "needs to be more governance focused and less politically focused and better decisions are made by smaller bodies".
He said the likely implementation of the Schott review recommendations meant: "NSW Labor has no choice other than to embrace better governance standards. I think this is a good thing".
