Minor parties will not direct preferences to the Coalition or the Greens in a bid to have an impact on the NSW election.
A meeting of the so-called minor party alliance, convened by "preference whisperer" Glenn Druery, heard the only realistic hope for a micro party candidate to secure a seat in the state upper house would likely come at the expense of the ninth candidate on the Coalition's ticket or a third Green.
Fairfax Media understands Mr Druery's advice during the meeting on Friday was that minor parties should join the Shooters and Fishers Party in making a vote for them a vote against Premier Mike Baird's "poles and wires" privatisation plan.
The other balance of power party, Fred Nile's Christian Democrats, is willing to back privatisation in return for job guarantees and a public inquiry to justify the sale.
If a minor party candidate gets elected at the expense of the Coalition, the upper house could block the power sell-off altogether, testing Mr Baird's warning that the Coalition has "no plan B" to deliver its infrastructure package.
There are 19 parties registered to contest the election, with the biggest upper house ballot paper expected since the "tablecloth" ballot papers of the late 1990s.
They include the Voluntary Euthanasia Party, Cyclists Party, No Land Tax Campaign, No Parking Meters Party, the Animal Justice Party, and the Outdoor Recreation Party, aligned to NSW Senator David Leyonhjelm.
The majority of minor parties are conservative-leaning but if they choose not to preference the Coalition ahead of Labor for tactical reasons they can urge supporters to "just vote one" and allow preferences to exhaust.
There is no group voting ticket in NSW, reducing the influence of minor parties.
There are no rules that tie members of the minor party alliance to stick to undertakings given but Mr Druery said "self-interest" should ensure that they target the Coalition.
"If you do help the Liberals get elected you are cutting your own electoral throat," he said.
"In my view there was consensus at the meeting to take this course of action."
